The Honorable Congress Act is uncomplicated. The rules to maintain Honor and Order exist, but the means to enforce them effectively do not. This plan ties enforcement to the two most important rules. It gives the power to oversee conduct and enforcement in the hands of a panel of citizens, with careful protections to ensure panel integrity and impartiality.
Our project has no political objectives and no partisan favoritism of any kind. Its single purpose is to put a system in place to resolve this problem and keep it solved so Congress can fulfill its mission and America can THRIVE.

The Honorable Congress Project's Mission
Our mission is to pass a straightforward bill to restore functionality and trust to the United States Congress.
The bill is pro-everyone, benefits both Congress and the citizens, and is entirely non-partisan.
This bill is about restoring Honor, Order, and Accountability to Congress so that it may function effectively and fulfill its intended purpose: to serve the best interests of the people and the nation.
Being elected to Congress is to be chosen for a position by the people. When sworn in, the elected person becomes an employee of the federal government and, in the larger sense, an employee of all the American people, not just those who voted for them. They also enter into a contract with the American people, which requires them to do their job according to specific terms and conditions.
This bill relates directly to the obligations of that contract, which are the same for every member of Congress.
What’s at stake here is the ability of the most crucial element of our government to do its job and the future of America…
